Memorandum of Understanding

• The first Memorandum of Understanding that allowed ETS Wales to endorse programmes was signed by the JNC, the then Welsh Office and the then Wales Youth Agency in 1994
• The current Memorandum of Understanding was signed by the JNC and the Welsh Local Government Association in 2010
