The JNC

The Joint Negotiating Committee for Youth & Community Workers (JNC) was established in 1961 following recommendations from the Albemarle report on the youth service in England & Wales. It comprises a staff side and an employers' side who meet to agree the salary scales and terms and conditions of service of youth workers.

The Employers' Side of the JNC is made up of: the Local Government Association (LGA), the Welsh Local Government Association, the National Council for Voluntary Youth Services (NCVYS), and the Council for Wales of Voluntary Youth Services (CWVYS). The Staff Side is made up of: Community and Youth Workers Union (CYWU), University and College Union (UCU), National Union of Teachers (NUT) and UNISON.

The JNC for Youth and Community Workers published its revised Report (Pink book) in 2005 which was updated again in 2012 and 2016 and is now called the JNC Agreement. It includes the full, current conditions of service for youth and community workers and covers issues such as maternity, sick leave and qualified youth worker status.
